Appointing a five member panel you are asking to make Recommendations such as:

Kamala Harris (The Vice-President)

Governor Kay Ivey (R Alabama)

Senator Jeff Merkley (D Oregon)

Congressman Steve Scalise (R LA)

Rochelle Walensky, MD (CDC Director)
